I recently fixed an issue that was preventing labels from issuing. The labeling service is configured to restart nightly and occasionally requires a manually restart -- please be patient if you are waiting for a label or negation.

Bluesky has their own "new user" badge which is useful for identifying profiles which have been very recently created. As a result, I am not aiming to label new users, but to instead positively label established accounts with a posting history and some followers.
