Basically when your device is powered off it still emits a very low energy signal (bluetooth-lite) signal. That's how the various "find my..." apps work even if your battery dies while the device is lost.

Insane that it's gotten to the point where we have to be reminded of these things.

One quibble: airplane mode won't stop people from tracking you these days, nor will turning your phone completely off. Gotta leave it at home or put it in a Faraday pouch. Same for smart watches, rings, etc.
