Hard to tell. The regulars who make their way up the hill after walking miles to its base don't seem odd. Many treat it as a kind of social event, I think. Laughing, talking, walking. Maybe when they reach the hill, they're more somber, but I suspect that they're just tired.
Some people do a yearly pilgrimage to the top of nearby Tomé hill. Some drag crosses. But there's no church up there. Or monster truck.

Yes, I'm in NM, a large state (5th largest) with a small population (#36, just over 2m), most living in the metro areas along the Rio Grande, including ABQ, Rio Rancho, Las Cruces, and Santa Fe.
The state budget gets around $15b / year from petro leases, second only to income from various taxes.
They aren't going to gain many voters in those counties. Underpopulated country out there.
That country produces oil, but it's also shortsighted to rely on it. They already have to frack like crazy to pump it. And as empty underground caverns collapse, earthquakes are becoming a problem.
