definitely not fixed, I've had to take a few Ubers that are not in my budget when the 182 (which has 30 min headways) wasn't tracking and I had no way of knowing if it had already passed. predictions are inconsistent at best. trains have been the worst.

Article 34 generally doesn't apply to mixed income projects with low income below 50%, and social housing is usually mixed income to offset the subsidized units. I know there's a desire to repeal Article 34 at the state level, hopefully our next Mayor will advocate for that to happen
