The first panel shows Fox in Dev's maw, clearly unwilling, the second is Dev tilting back his head and swallowing him, the third consist of Dev licking his snout while Fox is in his stomach
Looks like the instinct for eating foxes translates over to space-faring ones, as Fox found out before finding himself into Dev.
