Can't blame you honestly, I double checked and came to the same conclusion as you originally had. There is a setting, it was on for me, but even then I came to the conclusion they'd killed the feature.
If you hold shorter it'll still let you move. No setting to disable that behavior... Luckily personally I find cursor movement far easier on Android w GBoard than on the iPhone where I'm forced to use this spacebar movement nonsense.
I can highly recommend a flippity cover + glass based protector.
