This alleged clergy pedophile sex abuser in Oregon had his conviction overturned because of a non-unanimous jury conviction. He's the pastor of Echo Community Church in Echo, OR, west of Pendleton. His name is Jeremy Shane Hall but goes by Shane.

That appears to be the plastic end of a baton round & the rubber or foam part that is supposed to make contact with whatever it's fired at has fallen off. That happens to rounds used after expiration, because the expiration date on baton rounds is the lifespan of the adhesive holding it together.
