I take your point. Personally I would prefer to see all class 2's restricted to 20-25mph nationally.
Maybe in CA, but not in KY, OH, FL. Type 2's can exceed 35 mph. I'm sympathetic to those people with mobility issues, but the bad actors ruin it for everyone. It's also my experience that type 2 users lack basic riding etiquette (announcing passing, passing on the right vs. left). FL is the worst!
IMO type-2 e-bikes should be licensed, just like mopeds.

On a 4hr flight from San Diego & had my 1yo daughter on my lap (full plane). After an hour+ of her trying to climb over everything I finally got her down for a nap. A flight crew came by, asked if I needed anything, "martini, please". She brought me a double & when reaching for $$ she said "on us"
