It's all the govts throughout the ages. When I wanted to get a car and my licence we were told by winz they wouldn't give me a grant until I got my learners licence. I needed the car to do that. This was in the 90s.

It gets to the point where organisations like Lottery Grants Board and Charitable trusts need to be approached as the govt just doesn't help. I got a grant for a car which only went some way to funding it and the hoist etc. the difference between ACC and MOH is horrendous. Always has been.
