I believe it's available nationally, though typically it looks like it is down for maintenance right now.
Some local authorities also use a LENZA tool which can map every roof suitable for solar, so worth asking if they do and if they'll give you access.
- Check out solarwizard.org.uk for an initial indication of suitability/size
- Can local councils offer any suitable buildings?
- Check who owns building and whether additional permissions are needed from them
