But that's the thing, we already own it!! It is already city property.
I always pose this thought experiment:
Imagine the golf course was a large private estate, then was donated to the city. The city now has to decide, should it become a public park, or a golf course?
To choose "golf course" would be incredibly exclusionary. But that's today's status quo.
Councilmember, I would LOVE to have you come by West Seattle to talk about the West Seattle golf course and how much better it would serve the neighborhood as a park.

Public comment is burdensome and hideously unrepresentative.
That said, WA state law requires a public comment opportunity "at or before every regular meeting at which final action is taken." So each phase needs its own comment, I suppose.

I know of at least one light that does skip or shorten the protected left phase, at SW Avalon Way and 35th Avenue SW. It helps because I bike and walk through there all the time.
