I’m not saying you have to report it to author’s employer. I am saying if you don’t report it, maybe nobody will and the fraud will remain.

Absolutely. If it’s in a peer reviewed journal they would want to know so they can retract it. If they don’t, I would question their integrity for being part of the spread of untrustworthy, unchecked information.
