Mein Fazit: Ein eigenes Ministerium ist ein wichtiger Schritt für die Bündelung der Zuständigkeiten. Den IT-Zustimmungsvorbehalt gilt es nun konsequent zu nutzen. Und Geld ist gar nicht das Hauptproblem. Es muss vor allem richtig investiert werden.
Souveränität vs. Realität: Während politisch viel über KI und digitale Souveränität gesprochen wird, sinken die Ausgaben für digitale Wirtschaft sowie Forschung & Innovation. Bei der Verwaltungsdigitalisierung setzt die Bundesregierung auch heute noch vor allem auf #BigTech.
BMDS als „Juniorpartner“: Mit einem Etat von rund 2,3 Mrd. Euro (inkl. Sondervermögen) gehört das neue Digitalministerium zu den kleinsten Ressorts.
Finanzielle Nachhaltigkeit in Gefahr: Wichtige Projekte wie der Breitbandausbau oder die Verwaltungsdigitalisierung hängen am Tropf von Sondervermögen. Sobald diese auslaufen, droht eine massive Finanzierungslücke.
Verschiebebahnhof Sondervermögen: Im eigentlichen Kernhaushalt sinken die Digitalausgaben real um 12 %. Der Digitalanteil am Gesamtbudget geht sogar leicht zurück.
Was sagen die Zahlen? Unsere neue Analyse der @agoradigital.bsky.social mit dem ZEW liefert Antworten. Kein echter Investitionsschub: Zwar steigen die Gesamtausgaben auf 21,2 Mrd. Euro (+6,6 %), doch dieser Anstieg wird primär durch Sondervermögen getragen.
Der Digitalhaushalt 2025: der große Schub? Die Gründung des Digitalministeriums sollte ein klares Signal setzen: Digitalisierung hat Priorität. Hinzu kommt: KI und digitale Souveränität sind große Themen. Und mit dem Sondervermögen hat die Bundesregierung zusätzliche Spielräume für Investitionen.
