Oh and I was able to stitch a small wire inside along the bottom hem to shape the wave.
Thank you!! I made a 360° circle skirt with two layers of fabric, and then sewed the right sides together as if making pillow. I left a small gap enough to turn the whole thing right side out and then sewed up the opening by hand. It didn't give her much of a collar, tho. But it worked well enough!
