It seems like IF it matters, then there would not be a deterministic answer. It would hinge on expectations about which direction measurement-induced contamination is more likely to run, which I'd think is context dependent.

But in the case of uncertainty, I agree with Scott!

“House rejects” would make you think, you know, that the House voted on the proposal and it was defeated. But no. If it went to the floor, it would probably get 300 votes. This just seems to mean like 5 guys on the Rules Committee won’t bring it for a vote.

This is interesting. So the idea is that the presiding officer gets to decide the rules for tallying votes? This seems like a recipe for anarchy. E.g. the next VP could just change the rules back and now the Senate is just a proxy for the executive branch.
