yes! I found in poe1 I chose as many active talents as possible to beef up how much I can do in an encounter, while in poe2 I choose passives so as not to interfere with or complicate the rotation

when I first learned about the change I thought it was great because now I could painlessly experiment with spells I usually wouldnt choose. and i did! but eventually yes I found a rotation and mostly stuck with it
remember when his editors didnt get the joke so hard they recoloured the penguin to make it unique
