CALL YOUR LEGISLATORS NOW! With caring majority logo next to it. Call script: Hi, my name is _____. Happy Easter or Passover if you celebrate! I’m a constituent and [share relationship to CDPAP, if any].
I’m calling to ask the Senator/Assemblymember to restore choice to the CDPAP program and to support the Home Care Transparency Act S9142 (Comrie)/A10537 (Gonzalez-Rojas).
Today is the one year anniversary of PPL taking over CDPAP. We have been plagued by one issue after another—lost pay, lost care, lost jobs, lost services and lost lives. Meanwhile, there has been almost no public oversight of this contract.
The Home Care Transparency Act would create common sense reporting requirements so that the public and state legislators know how PPL is spending $11 billion tax payer dollars meant for care.
Will the Senator/Assemblymember sign on as a co-sponsor to the Home Care Transparency Act? Will they speak directly with leadership on the need to pass the bill this session?” Then there’s a link to look up your legislators. URL: policy.com/find-your-legislator

PPL Plague #10. Loss of a Trusted Caregiver (The CDPAP Exodus). This slide is more simple, with just a skull and crossbones. There’s text below that says, “The Department of Health denies there’s been an exodus from CDPAP. But by their own numbers, 150,000 workers and 90,000 consumers have fled the program due to PPL's payment failures, most switching to more expensive traditional home care.”

This entire slideshow has a Passover ten plagues border, with blood droplets, frogs, gnats, locusts, boils, hail, a skull signifying death, dark ghostly figures. This title slide says The Ten Plagues of PPL in red drippy letters. There’s a long scroll with black and red lettering. It says “A year of loss & Destruction” #SaveCDPAP. Lost self-determination, lost independence, lost self-direction, lost livelihoods, lost autonomy, lost services, lost stability, lost time, lost jobs, lost care, lost pay, lost lives. Fight for our lives. We need oversight NOW!.” In front of that, there’s a DIY made wrecking ball on the floor that says PPL on it. Behind that, 7 protestors holding signs that say, “Home Care not profits,” “Stop the home care cover up,” “Where has $11B for CDPAP gone?” “Care Not Corruption.” Most use wheelchairs, a range of ages, races, genders.

Commentary: New York's home care transition was a mess. Here's a chance for accountability. Legislation would require monthly reporting from the firm managing the state's home care and would launch an independent audit of the CDPAP transition.

“Transparency is not an obstacle to good governance; it’s the foundation...State leaders must provide more transparency and oversight for CDPAP & Medicaid funds.”

Statement on New York’s
One House Budget Proposal We are deeply disturbed that neither the Senator nor Assembly included basic transparency requirements for New York's $11 billion contract with PPL. Handing private equity control over healthcare is questionable enough; doing so with zero oversight or accountability is reckless.

At least 240,000 home care workers and consumers have fled CDPAP since PPL’s takeover. The private equity-backed company has been accused of ‘egregious fiscal and operational failures’ in six other states where they previously operated. Basic public reporting requirements are not just reasonable, they’re necessary for the hundreds of thousands of New Yorkers who rely on CDPAP.

We strongly urge NYS leadership to include these transparency measures in the final state budget.
