Could be permissions, but honestly it's difficult to say what it could be. I have found the Git integration to be pretty buggy, and don't use it in production environments at all. Prefer to generate/store the ARM/BICEP scripts myself, and then check into source control.

Yes for sure. Let's not forget that Power BI had its foundations in Analysis Services, which was as solid as a rock at that point. I feel like that enabled that approach.
