Newcomer is a temporary state, not a use case.
In every other operative system you can use the latest version of things as itthey are eleased.
Now with Flatpak that is mostly true in Linux too.
And unless you are affected by an annoyance fixed in the latest version a system component like the Desktop Environment, you are fine in any distro.
I, on the other hand, believe that newcomer or not, desktop users will have the best experience with an up to date distro.
Maybe not Arch, unless technically inclined and willing to learn.

Codecs in Fedora.
During installation answer yes when asked if you want third party repos.
After installation open GNOME Software, and scroll down until you see the codecs button.
Install whatever you need, or all if in doubt.

Debian supports ARM, and they have a live iso with Gnome (Meaning that you can install it as a whole, instead of using the traditional Debian installer that expects you to take decisions)

If the laptop doesn't shut up, it means it's trying hardly to dissipate heat.
Does it have a Nvidia GPU? If so, a probable cause is that the GPU is running at 100% all the time.

You mention Snap so I assume that you use Ubuntu.
There are two things that I've found helpful
1. Gnome Software can replace all the mess of custom GUI apps they have.
2. Snapd can be completely removed and blocked against reinstall.

LOL no. In fact, Wine (the thing to run Windows software on Linux) might work where modern Windows fails, but not always.
