The problem is - there was no 'UKSV decision' as such. UKSV advised Robbins. Robbins made the decision.
We are confusing 2 things; potential security risk & Mandy's character. Neither FCDO nor SV had any interest in the latter.
One of the confusions here is between 'is he a risk to national security?' & 'is he a suitable chap to be employed in this role?'.
As a PC & peer, Mandy was already through several mills. It seems that DV's concerns were about Russian business interests, not Epstein. Arguably a manageable risk.
