CGC essentially stopped people from being able to sell restored comics to people for NM prices by introducing the green label on CGC comics. PSA and other companies can tell when you've restored a card and they will start labeling it. This will turn all currently graded cards into "old labels".

Restoring damaged Pokemon cards is bad for the market. When you restore a damaged card you can sell a HP card to someone as LP or even NM. This means you can essentially rip people off, which is what happened in the comic book market.
