Second thoughts
Same thing happens to me aged 10 and we’re both desperately trying to convince our wives not to throw a joint 50th ‘surprise’ birthday party for us later this year. I can’t even remember the teachers name but she has and the spare seat have a lot to answer for over the years.

I imagine it’s difficult to manage as I suspect insufficient HOTO introduces significant risk or an increase in duplication and a staggered approach would require some very odd start/finish times.
From my experience in a northern town that’s seen better days. They’re not particularly swing voters anymore. They’ve swung for good. They have been Labour their whole lives but are now culturally right wing and they’ll never go back.

Not defending anything here but it does seem that the current & historic public procurement rules don’t fit easily with large IT software purchases where the cost and effort of changing provider is logistically difficult (roll out/training etc). I imagine it’s quite an undertaking for large orgs
