Once the embers of the American constitutional order finally cool and we get around to drafting a new constitution, we should definitely make sure the president doesn’t have the unilateral authority to start a war. Maybe divide the power with the legislature or something? Just spitballing here.
Denied congressional authorization, Trump can get back to doing what he does best: banging his desk, rage posting on social media, and claiming victory that—if we're lucky—isn’t catastrophically worse than the status quo ante.
But that would require Congress's sanction.
Of course, Congress will not authorize war. In part because the campaign has been as poorly led as it was misbegotten. And also because MOCs have been able to engage in cheap talk—supporting the president precisely because they have no skin in the game.
The off-ramp is to call for congressional authorization. He could say that it is now clear that victory requires actions beyond his sole authority as president. Achieving the stated ends of the campaign—which many in Congress say they support—now requires (among other things) boots on the ground...
