If it's about living in the same place for a long period of time, and that place is growing rapidly economically, then the people who live there need to either accept many many more neighbors (deeply unpopular) or raise their incomes faster than CPI-U every year (taxes cannot do this)
In the *immediate* term tax cuts absolutely increase affordability. Your disposable income goes up instantly. They are insufficient in the medium term.
The problem is that democratic voters in blue states do not want the long term project for affordability because they don't want new neighbors.
Look Dems have two ways to make their states more affordable:
1. Build lots of housing. Their current residents hate this, because they don't want to share the state with anybody new from outside their community
2. Cut taxes
