On the grid instability thing you're basically right. Power has to be used as it's generated, and if there's too much generated the frequency will rise.

Solar is usually connected to directly to local grids, so during peak solar generation hours the draw from the national grid can get very low.

Here in the UK we built our own designs up until about 1990, they're gas-cooled and nothing to do with the BWR/PWR design.

It's actually massively dropped in the last 5 years, though still pricier than onshore. Drop is mostly because the turbines went from 5-8 MW to 14-15 MW.
It's worth having here in Northern Europe where we're a bit pressed for space on land, dark half the year, but have plenty of shallow windy seas!
