I get the reasoning, but as someone coming from disability rights, I'm a little surprised by the use of 'disorder' (which focuses on the individual), rather than 'support' (which would place the emphasis on the barriers they encounter and the supports they need).
Question for disability folks: Do we not have a better (i.e. rights-based) term for 'Developmental Language Disorder'?

We have enough evidence that current approaches are not working, no matter how many new institutions we build. Focusing on conditions is not the answer - we need the paradigm shift that the CRPD demands of us.
- A focus on decriminalisation
- The abolition of discriminatory "fitness to plead" procedures which can lead to the indefinite detention of persons with psychosocial disabilities
- Community-based crisis support (including mobile crisis teams that respond instead of police/courts)
- Peer-run crisis respite centres
- Supported decision-making instead of institutionalisation and forced treatment
- Housing-first approaches with chosen support
Crises like these are an opportunity to fundamentally reexamine how the carceral state treats persons with disabilities.
With the right political will and the genuine inclusion of persons with disabilities themselves, we could create a system based on:
