Military bases have well-supplied commissaries because if something goes wrong in the area the base will have independent supply lines established. It has always been (at least domestically) a form of redundancy, but given that other logistical systems are also at risk, this seems... unwise.

No. Ashland, Oregon. Low-key artist/ hippy town in Southern Oregon, although it's gotten less so as rich liberals from the bay area have moved there over the years.
