The Canadian Program for Cyber Security Certification (CPCSC) has not been provided the resources it needs to succeed.
CPCSC underwent an evaluation by PSPC, which I unpack to analyze the program's development and current implementation.

In 1960 Canadian diplomat Jim Nutt visited Cape Canaveral alongside several NATO representatives. An Atlas missile launch was intended to reassure America’s NATO allies of its nuclear might, but for Jim Nutt, it inspired a sobering reflection.

In its tech and in its eugenics, Silicon Valley has such a sad mechanical notion of what intelligence is, one bereft of moral beauty, emotional intelligence, intuition, etc. But in a more meaningful definition of intelligence the titans of industry would discover their own bereftness and dimness.
Yesterday, Bill C-12 received royal assent. This included changes to FINTRAC's legislation to disclose to Elections Canada, and a revamp of its administrative monetary penalty framework. I analyzed the proposals here:

So at the risk of maybe overreading this and making an educated guess, I think I can guess what specifically Wyden is talking about.
I think it's about use of AI (LLMs) by FBI to surveil American communications without a warrant

Grateful for the thoughtful and generous engagements. A great interdisciplinary exchange on law, intelligence, and security, permitted by @kcsi.uk's Polly Corrigan Book Prize.

The top three quarters of the front page of the April 16, 1969, edition of the New York Times, featuring the lead headline, "U.S. Scout Plane With 31 Is Lost, Reported Downed By 2 North Korean MIG's'; Wide Hunt Begins; Navy Sights Debris—2 Soviet Vessels Guided to Area ." A small black and white photograph of an Air Force reconnaissance plane similar to the Navy's EC-121 is below the headline. And below the photo is a small black and white annotated map showing the region where the incident took place. A secondary article below the map is headlined, "Caution on Plane Urged in Capital; Legislators of Both Parties Voice Anger but Oppose Hasty Retaliation."
The top half of the front page of the April 16, 1969, edition of the Washington Post, featuring the banner headline, "N. Korea Claims It Downed U.S. Plane," along with a photograph of a Navy EC-121 aircraft. The sub-headline above the lead column at right reads, "'Spy' Craft and 31 Lost, U.S. Admits; Hunt Is Pressed For Survivors In Sea of Japan." A small black and white map showing the region where the incident occurred, including a small "X" off North Korea's east coast marking the location of the shootdown.
A black and white annotated map published in TIME magazine after the incident showing the path of the EC-121 from Naval Air Station Atsugi, Japan, northwest across the Sea of Japan to North Korea. North Korea's 12-mile territorial limit is demarcated, as is the location of the attack and seizure of the USS Pueblo off the coast of North Korea on January 22-23, 1968. The number of US troops stationed in Japan and South Korea is also noted.
OTD in 1969, an enraged and intoxicated President Richard Nixon—in office only 3 months—reportedly ordered the Joint Chiefs of Staff to attack North Korea with a nuclear bomb after two of its MiG-21s intercepted and downed a US EC-121 SIGINT plane over the Sea of Japan, killing all 31 crew members.
This paper represents a small but deeply impressive and genuinely important achievement by the much maligned British state in what is probably the most important global issue of our era.

On Saturday, a U.S. boat strike killed another five people, leaving one survivor, bringing the number of people who have been killed in illegal boat strikes by the U.S. military to at least 168 since the Trump administration began targeting boats in early September.

Outside the defence community, I don’t think people have understood the implications of meeting the 5% NATO spending target
In Canada, it triples defence spending to $150m, which rivals the entire main transfers to provinces
It also blows apart govt fiscal projections

Current & former U.S. officials worry the strategy could target political opponents and distract from more pressing terrorism threats.
