I studied sociology and deviance in Tokyo. My take is that their culture is so rooted in social collectivism that outside of school/work, their desire to express themselves is pronounced. At work and school, they have to conform. Nights and weekends though, their self-expression is amazing.
My wife and kids are Japanese citizens and we go every year to see family. As a US citizen visiting Tokyo, I realize quickly how embarrassingly lazy and outdated my fashion is every time I go.
