I export a section of the score in panoramic mode (a setting in Sibelius). I put this image in a new video track in Sony Vegas. In Sony Vegas, on the video track with the panoramic score image, I add the "invert" fx and then change the track compositing mode to "add". Then, I unlock the size aspect ratio, make the size 1080x1920, lock the aspect, and size it by pulling the corners until it looks right. Then, in the "video event fx" box (by clicking on "event pan/crop" on the image within the track), I set the scroll to only left and right and set a start and end point on the image, which will make it pan/scroll. In a separate video track, I put an image to be the background. Scale the background image to 1080x1920 (long screen size).
