The 8-bit games were also not made by Sega themselves. Sonic 1 was outsourced to Ancient Software with the brief to make it as close as possible to the Genesis version.
Sega decided this didn't meet the potential of the machine, and subsequent Sonic 8-bit games were made by Aspect Software.

A couple of fun facts here.
Sonic 2 came out on the Sega Master System slightly before it come out on the Genesis/MegaDrive. The Game Gear out almost immediately after, still beating the 16-bit version by a week.
