Official concept art for Season 2 also shows the Dark Wizard in deep blue robes, suggesting he was a blue from the start and was simply made more ambiguous until official rights to the full array of Tolkien Istari materials could be obtained.
Rather than the blue being incorporated naturally into their costumes, the Gaudrim are streaked with blue paint and have outfitted themselves with blue scarves, suggesting quick additions made at Pallando’s orders.

Well, early concept art for the Acolytes shows their costumes adorned with blue feathers, mirroring the costumes of the masked Gaudrim of Rhûn.
