If you go to delay repay on the TOC website, the first question is “did you complete your journey” and if not you need to ask for a refund. So which is it?!
Hoping someone on here follows me and understands the intricacies of train tickets refunds v delay repay… If you start your journey but end up giving up and going home, which is the right option? Refund via ticket supplier says you must not have used your ticket, which we technically did, but…

Tbh I think this broad view applies across pretty any policy domain (both the drivers/levers and low expectations issues) - eg most of the drivers of health outcomes are not in the gift of the NHS. One of the reasons the thinking behind missions was so welcome…
