That is not a general claim about the overall process: it's specifically about the SV component which was failed. So he lied or someone lied to him

I promise I'm not. Starmer said in February that Mandy had been cleared by the security vetting procedure. The only possibilities I can see is that he was lying, or that the civil service had for some reason lied to him. Is there a third option?
