I think he despises that, because it's the one thing that his tactics of denigration won't work against. He's battled systems his whole life in New York and Washington and they never really budge, because they're not built on singular humans, but on rules, whether they're communist, or European.

But the strange thing is this: they don't seem to have anything in common. Except they're both systems. They're not countries led by strong men (women) but by commission.
