Our submission highlights how these risks threaten freedom of expression, association and privacy, and how fragmented regulations complicate protections. Safeguarding HRDs in today’s digital environment requires coordinated efforts from companies, civil society, and policymakers.
HRDs face threats from online surveillance, targeted harassment, AI-enabled misinformation & sensitive data exposure. Government measures like internet shutdowns, social media blocking & broad cybercrime laws further restricts their safety, often without transparency or recourse.

Digital tools empower HRDs to communicate widely, document violations in real time, and amplify advocacy efforts.

The WSIS+20 Review assessed progress toward the original WSIS vision: a people-centered, inclusive, development-oriented Information Society. As implementation begins, civil society will be key to ensuring commitments turn into concrete action.
