I disagree, I would say training is much more important. The user is the weakest link in the chain, and if you lead them to believe that the tools protect them, then they will only be more vulnerable when the tools fail. A good balance of both is probably the best.

Reusing the same password is a well known bad practice nowadays, but I don't often hear people caution against using the same usernames.
You can find a lot of information about someone just by scraping their username.
