The recent Chinese over-performance in GDP was driven by huge government investment in infrastructure -- enough to overcome soft consumer and housing markets.

Sorry, I don’t know what IFRA is… assuming it is a legislative Act of some kind? I cannot agree with you on roles. Despite Trump’s efforts, system is designed that legislation creates laws, executive branch enforces them & judiciary interprets them. CU was about 1st Amendment rights,not a law.
