Most of the states give all of their electors to who won the state. That means that if you lose by one vote, it's the same as nobody voting for you. My suggestion removes that and most likely means the popular vote winner is elected.
This is a bad idea. It would mean that even though you win a state, you get nothing. A better solution is to be rid of the all or nothing appointment of electors. You get 53% in a state, you get the same % of their electors. That would make candidates pay attention to more states.
