Nobody but the city and the media call it the international district. But it's not called the war zone because of the violence, at least not originally. It was nicknamed that because of the same reason it was renamed - because the majority of the original residents were refugees, mostly Vietnamese.

The aestheric arguement against green energy is weird to me because this never comes up with other forms of energy. No one ever talks about the beauty of a coal plant or how much they love seeing the sun rise over the nuclear cooling towers.

The joke here is that no one enforces the tickets cause they aren't even civil offenses, basically the city sues you for the "damages". So everyone gets tickets, and everyone ignores them cause so what? No teeth at all.
