Because we lack a proper united leadership platform to discuss the most important European defence issues.

My personal suggestion: on a positive experience with the informal “E5 plus” platform, to upgrade and formalise such platform into the format of a European Security Council, for deep discussions and swift preparation of decisions on European defence.
