This injunction precludes cutting off access to congressionally appropriated funding for its duration. This injunction takes effect immediately, replacing the Court's April 1, 2025 temporary restraining order (ECF 33), and will remain in place until a final judgment on Plaintiffs' claims. Defendants shall file a status report by no later than 2:00 p.m. PST, Friday, May 2, 2025, to report on compliance with the injunction. Additional status reports regarding compliance with the injunction shall be filed no later than 2:00 p.m. PST, on May 9 and 23, 2025, and every 45 days thereafter. This Order shall apply to the maximum extent provided for by Federal Rule of Civil Procedure 65(d)(2) and 5 U.S.C. §§ 705 and 706.
