Oh definitely. I think that's part of what drew me to it. Cyberpunk was always one of my favorite genres.

So yeah, if you want to write better bad guys, think about motivations. And if you need to deal with a villain for real, organize, even if it's just getting involved in your community.
Or maybe build a guillotine.
In reality, it takes hard work from everyone to apply and maintain pressure. Villains don't stand up well to pressure. Their forces crack and eventually crumble. Eventually the villain stops being useful to the motivations of the people below them.
My point is that real villains are never unified. They're a hundred rats in a trench coat all scrabbling for their own goals. In fiction, it takes a hero to rise against impossible odds to save the day.
Sometimes it's greed. Sometimes it's because their afraid of losing advantages that they have been born into. Sometimes they see a chance to grab more power or dominate others. Sometimes it's just to avoid thinking critically about themselves. The list goes on.
An evil empire, isn't one leader and a mass of faceless followers. We live in a world where, fragile, deeply unqualified men rise to power with little interest in improving the lives of the people they are supposed to serve. And they get there because of the motivations of the people below them.
