Possible. Sadly, having known some drug dealers and users... I think I would put hedonism, greed and addiction as larger motivators. But I imagine it also depend a lot on the drug(s).
Considering how some countries which had legal dexamfetamine had up to 10% of the population using it medically, the 1% diagnosed as ADHD or ASD (or others) who are using it now may be only one tenth of those who would benefit from it.
