As for the video quality’s affect on you: I’m sorry to hear that! I hope you’re able to find a solution that helps you enjoy media, regardless of medium. Maybe finding composite cables (which max out at 480i) for your Blu-Ray player would help?
I haven’t heard of that show in particular, so I’m not sure about its target demographic.
My argument against “no reason not to do both” is that they’d be doubling costs on the actual disc authoring and manufacturing. Toku’s western target demo is tiny, so I don’t think the cost would be worth it.
Can I ask why? Blu-Rays have a higher quality ceiling, more space for lower quality video, and fewer region restrictions.

There was a podcast about 4Kids history a while back. They asked the guy who wrote the dub for this episode why he called them jelly donuts. If I remember correctly, he mainly had to match lip flap. “Jelly donut” and “onigiri” had the same number of syllables, and the deadline was coming up fast.
