Support for Non-looping animations was what fixed our setup.
Basically, the start of the animation is the transition from the previous state. of course the obvious limitation is that you can't have an animation during an open mouth, only a freeze frame.
Veadotube devs fixed it and it's now part of mini, have this one bit from yesterday's stream.

Lessons learned: always triple check the addresses you're editing and never attempt to modify save states from Bizhawk. Editing KEGA Fusion Save States is fine and legal tho
