It certainly is! Important to remember how few of the people involved in any of these projects have any architectural experience other than the various committees they have created. It's all a get-rich-quick scheme in the guise of a classical revival.
One of the important architectural dynamics of this is that it will be surrounded by skillful Neoclassicism. So if it is even built, and I’m skeptical, the poor quality of the design and the clumsy detailing will be so very evident.
