Saying it’s not “all about the oligarchy” is no different than people saying zoning reform is “not a panacea,” or “won’t solve the housing crisis.” You’re right. It’s not all about the oligarchy. It just mostly is, or at least largely is.

I agree with all that. I don’t think that describes the people quoted in the article. I think they simply sincerely believe what they say in the article: DEI programs are counterproductive to their stated goals.
