I assume they couldn't require the developer to replace the trees, if not on the property itself, just on the other side of the fence.

Yes! The staff are nice and make sure the kids are safe, but kiddos pretty much entertain themselves, and the TV is usually on, especially if there are lots of kids at one time. Works fine for us.
