They have a history of supporting western interventionism and are a bit elitist, but other than that they are independent and not politically aligned. They invite people from across the spectrum, and any discussion has to remain in camera, no matter how divisive, to allow exchange of ideas.

In that case, it might not be that. But if you can take the cover off the fan and/or switch, you can change the frequencies (usually a slider switch) and see if anything starts to work. There is a small chance that vibration from the fan, a banging door, etc. could make the slider switch misalign.
Is the wall controller on the same frequency as the fan/light? They usually have 3-4 settings to switch to, so that each room in a house doesn’t control another fan/light by mistake.

I’m new to reading budget requests, so this may be a naive question, or a misunderstanding. On page 5 of the exec summary it says that half of the RPG budget is reserved to pay the whole outyear costs of a grant, instead of competing then non-competing renewals. Does that mean fewer awards/year?
